How do I make a picture small enough to be my avatar?

Just use a photo editing software to crop or 'resize' the photo to no bigger than 200x200 pixels I think it is, the file size must be small too, not sure of the limit there.

Then it should upload freely.

I can't work this out either. I've cropped the pic I want but the size of the file stays the same. (curse)
