I've seen this proposal attempted (or at least trial ballooned) in other countries recently also. IF as the site intimates, it will be used to potentially censor all sites and blogs; we are immediately talking about a new layer of bureaucracy that will be impossible to fund now.... and more difficult in the foreseeable future as access increases. I would hope that the intent is different than the description if there is in fact any real political traction here.
The larger concern for me is the current attempt to legislate taxation on internet use that is also currently making the rounds. We pay enough in this country already to the ISP services to use and surf the net, to tax us based on access levels may result in a disproportionate level of access only being allowed to a privileged few..... instant class distinction in a previously eglitarian (for the most part) democratic country. It doesn't take much vision casting to see where that could lead.

Using some "other countries" as an example (China is only one) we can see how these trial ballons being sent up can be abused by a power minority to further certain political agendas.
I mostly try to keep my expressed views and shared thoughts apolitical even though they may not be..
But, if we accept that knowledge is power, we need to work hard to maintain an open, transparent knowledge base as well as access to it across all levels of society given the infrastructure available.
Just my couple pennies worth .... others are free to disagree. At least for awhile
