Well, I could be wrong, after all, it's just a photo, but from my perspective, it looks like a horsehide , complete with tail and mane. Could also be a goathide....
Armchair critic begins:
If you look at the bottom right part, it looks like a muzzle complete with mouth and two nostrils.
If it is indeed a Yowie, it's in an awfully undignified, let alone, contortionistic pile!
Doesn't look like there is any body inside, either - it looks like it's been dropped on the ground, I can't make out any limbs either.
Also, it seems to have just plonked down in the middle of what looks like a trailway, at the least, it's an area clear of the tall weeds we can see in the rest of the pic. I'm also curious as to what the white stuff is on the grass path edges.... wool? Whatever it is, it's paler than the hairs on the object, so I don't think it's from that source.
I would think that unless it was struck down by a cataclysmic heart attack, a dying animal would probably seek out a less open place to go away to die! If it did die as a result of violence (gunshot?) there is no disturbed ground, scuffed grass, blood etc.
It also looks boneless, with almost no bodily support from muscles etc evident. If it had been dead a long time, the hair would have started to fall from the follicles as the skin begins to decompose, but there would be a lot of mess around the body from the natural predation of insects and other creatures.
