I've seen this before and there's some speculation as to what it actually is , any thoughts ?

Seen that before Rusty or something similar, all I can say is look into "HAARP"

Thanks Dion , I've seen something similar but not quite like this .

Here's a link to a page containing the photo below and information about weather manipulation . Some one is calling this "ghost storms" .
